    Scholarship Review Process

The Scholarships360 Research Team reviews all scholarships individually and strives to exclude any scholarship where any of the below applies:

    • The scholarship requires a fee to apply
    • The scholarship provider’s privacy policy allows for the misuse of student data
    • The scholarship requires paid membership in an organization (with certain exceptions for reputable trade organizations and others)
    • Student are required to sign up for a site or service to apply*
    • The scholarship seems primarily used for lead generation** or idea harvesting purposes***
    • The scholarship website has many grammatical errors and/or advertisements
    • The scholarship or scholarship providing organization seem untrustworthy
    • There is no evidence the scholarship was previously awarded
    • The scholarship has not been awarded in the past 12 months
    • There is no available contact information

If you believe a scholarship has been published in error, please reach out to [email protected] and we’ll take a look!

    * There are certain exceptions to this, for example if the sponsoring organization is a major corporation or nonprofit with its own scholarship application system.
** Lead generation scholarships will require students to sign up for an app or website and require minimal (if any) application requirements.
***Idea harvesting scholarships will require students to submit blog posts or other materials that companies may use for marketing purposes.

The Jay Moum Memorial Scholarship seeks to honor Jay Moum’s life by supporting graduating high school seniors planning to attend college and/or vocational school the following year. Qualified applicants will demonstrate a love for the game of golf, character excellence and academic performance. In 2026, two $2,500 scholarships will be awarded. The deadline for submission is May 15, 2026 and winners will be announced June 20, 2026. About Jay Moum Jay Moum was a great man with a big personality and a bigger heart. He grew up in Thief River Falls, Minnesota and lived to golf in the summer and hunt in the winter. He was tremendously talented at both disciplines and enjoyed those activities with his family. After high school, Jay attended Bimiji State College and played on the golf team while pursuing a degree in Education. He taught for several years before moving to Arizona and starting an amazing career in the road striping industry. By the end of career, he was respected and loved across the country. Along the way he raised and amazing son, John. He retired in 2014 to spend time with his friends and family traveling, connecting, and doing the things he loved. He started a second family and had a beautiful daughter Kia. He passed away too soon in May of 2020. Jay loved kids and was big on education! He helped many young people pursue ambitions by offering to buy sports equipment, pay for lessons and instruction, and for the creation of opportunities. He believed in young people’s potential and was always excited to watch them grow. Creating scholarship opportunities was always a dream of Jays. We hope to keep the dream alive perpetually.Show Less

Consider in-state tuition and tuition reciprocity

In-state tuition allows residents of a state to receive cheaper tuition for a college or university in their state. Additionally, many universities and colleges reserve scholarships and financial aid for in-state students, which helps reduce the cost of attending college for those who live there.

Here are a few well-known Minnesota universities and their in-state vs out-of-state tuition costs:

    University of Minnesota, Twin Cities

    • In-state tuition: $19,174
    • Out-of-state tuition: $43,332

    Minnesota State University Mankato

    • In-state tuition: $10,280
    • Out-of-state tuition: $20,400

How do you get in-state tuition?

In order to become a Minnesota resident for tuition purposes you will need to reside in Minnesota for at least one calendar year immediately prior to applying for in-state tuition. Additionally, you will need to establish a domicile in Minnesota by getting a Minnesota driver’s license, registering your vehicle in Minnesota and/or obtaining a lease or mortgage for a home in Minnesota. However, it is important to recognize that residence in Minnesota must not be merely for the purpose of attending a college or university.

    Does Minnesota offer tuition reciprocity?

Minnesota does offer tuition reciprocity. This means that neighboring states will provide lower tuition for Minnesota residents to attend public colleges and universities in those stats. Minnesota has reciprocity agreements with Wisconsin, North Dakota and South Dakota.
