The Veterans of the Afghanistan and Iraq Conflicts (VAIC) Scholarship Program is designed to provide financial assistance to United States armed forces personnel who served in the Afghanistan or Iraq Conflicts, and their dependent biological sons or daughters, or spouses who are attending a Maryland postsecondary institution. To qualify, such veterans or current military members must have served for at least 60 days during the Afghanistan and Iraq conflicts. All applicants must also be Maryland residents who have been accepted for admission or are currently enrolled in a Maryland institution of higher education.

MHEC is the State of Maryland's higher education coordinating board responsible for establishing statewide policies for Maryland public and private colleges and universities and for-profit career schools. MHEC also administers state financial aid programs that affect students on a statewide basis.
