The Philip M. Dowd Memorial Scholarship is offered to graduating high school seniors from designated counties in California. Students who are pursuing a degree in public affairs/administration, or political science & government & have overcome obstacles to achieve their goals are encouraged to apply.
This scholarship is open to students meeting the below eligibility criteria.
