Arthur Joe Hemphill, Jr. was the police chief of Black Mountain, North Carolina for many years and served on the Buncombe County Sheriff’s Department. In honor of Arthur’s contributions to his community, the Community Foundation of Western North Carolina is offering a scholarship in his name to assist young people in western North Carolina attain a higher education.
This scholarship offers $3,000 to graduating seniors of Charles D. Owen High School, Madison High School, or McDowell High School. Applicants must also be attending a college or university in North Carolina or Tennessee and study natural resources or environmental science.
